Poll: will the Helmsley Trust be opened to unsolicited applications?

The Helmsley Charitable Trust is an "applications not accepted" foundation on the verge of a sea change: the foundation's assets will increase from about $25 million to $5 billion or more. Traditional grants feature the Red Cross; while the new focus as directed by the will of Leona Helmsley will be the benefit of dogs. It seems inevitable to me that this foundation will have to open itself to unsolicited proposals from dog-related charities. Do you agree? Any advice on how to bring a deserving dog-related charity to the attention of the trustees without flagrantly disregarding their preference not to receive applications?
