Hello:
The best source of information regarding nonprofit governance in any state is to contact the governing body that regulates nonprofits. If you are unsure which one that is, the best start will be the State Attorney General's office (for WA this will be in Olympia). If they aren't handling nonprofit regulation, they will certainly point you in the right direction.
