Yes...we are speaking of position, not employee.
Sorry if that line became so blurred.
Perhaps its our avid interest in a new topic to discuss? 
I have written grants utilizing both a general salary amount as you are suggesting, and actual salary amount paid for specific personnel in an organization. It depends on the situation and circumstance as well as the funding organization as to which way is most prudent. This has all been from an outside consulting position, with confidentiality agreement in place. I have never been denied information when needed for such purposes...however, I have never asked for 'blanket' information of personnel and wages within an organization. I have no need of nor desire for such information.
