Thanks so much to everyone who has weighed in so far. I agree with everyone that salaries should be confidential, but my question is to whom should this confidentiality extend, if it is not governed by law (which if it truly is, it's very hard to confirm!) In a nonprofit, the Board sets the budget and approves the salaries, so there are all sorts of people outside of HR/Bookkeeping and the ED who know salaries. In my case, I work at a management level (second in command, actually) and I have never and never would discuss salaries with anyone. It just seems odd to me that it's even an issue. I don't care what any specific individual makes, but if I have to do a project budget and am trying to cover 25% of a position's salary, for example, I need to know what that amount is. I was employed at this agency before our bookkeeper and this was never an issue, like it had never been an issue in my previous positions. Now I find myself having to justify my "need to know," and it would seem to me that my position would qualify me as someone with a "need to know" basis.
