I agree with Julie's comment...how could a grantwriter possible craft a realistic budget without knowing salary and fringe amounts? I'm not aware of any such legal mandate (sounds more like a nonprofit "legend" to me).
In my organization, I've signed a confidentiality statement acknowedging that I would not unduly divulge salary information. Perhaps a practice like this would suffice.
