| D and O insurance

At what point should an organization obtain D and O insurance?
I'm frustrated with my board as they don't even want to consider even applying for grants until we get this insurance.
They've donated money for other things (i.e. 1023 filing, etc), so I can understand the hesitance to put up the money for this as well.
But at the same time, we stuck in a vicious cycle.
What comes first? The funding or the D and O insurance.
Would it be acceptable to pay for this insurance as part of the general operating budget?
