I will recommend a few things...one is that you re-post this message under it's own thread which will generate more responses to your question. To do that you must scroll down to the end of the main page and utilize the message system found there.
Secondly, you didn't mention if your organization has attempted any interaction with your board of housing or Housing Authority. Contact your city government and find out who this is...they would be the ones receiving HUD money (federal) and/or local and state monies used for the specific purposes you are noting. Also, the city probably has a board of non-proftis (consortium on homeless, low-income and continuum of care) which would potentially already be working on or interested in participating in the website/affordable housing issues you are seeking.
Let us know if you have looked into these already or if this information is helpful from a new perspective.
