I'm not sure how helpful this is, but the organization I work for runs a Children's Ministry program that provides a safe environment for disadvantaged kids to study and play. In the past we had as many as 45 children under the supervision of one director - you can probably imagine the chaos that ensued. Now we cut the size down to 15-20 children who are within a certain age range. It has allowed us to take better care and attention for each individual child, and overall allows us to have a much more controlled environment. At first we were hesitant to reduce the size of children, but it has undeniably resulted in a smoother, more effective program. I hope this helps somewhat.
