| Capping number of clients served?

Dear fellow nonprofit leaders, consultants, others  :
I am wondering how many of your organizations have discussed or implemented putting a "cap" on number of clients served, [for whatever reason] and if so, if you could share with us how that has shaped your efforts of overall client service for good, bad or better?
