An important consideration to make in submitting or waiting to submit proposals and Letters of Inquiry is the volume of requests that the grantmaker receives. Largely, a non-response is due to sheer oversight and an inability to consider every phone call, letter or general submission. I agree that a 2-page concept letter would be a logical next step. If there is still no response, follow with another phone call to check status -- unless the grantmaker specifically states 'no phone calls, please.' Good luck!
