No, it isn't confusing at all.
In my research of this subject, I came across the OMB circulars regarding federal grants, and how to track in-kind matches...they provide numerous sample forms.
The problem I have found is that private foundations typically want a 990, or an audit, or both, neither of which completely addresses the voluminous size of budget re:in-kind donations (in this case, roughly 3 times the actual operating budget).
These comments have been helpful...if people wish to provide more experiences, I am open to them!
