Julia, I'm not certain if this directly relates to your question and concern, but here goes... I've worked for several non-profits that received all or part of their funding through federal grants which had a non-federal matching requirement. The match could be provided through cash or in-kind support provided to that program. Normally, in-kind made up a greater proportion of the required match. In such cases, things like volunteer hours, donated services, donated goods, etc. were valued and tracked (please note that in this case, the agency that received the goods was responsible to value for purpose of demonstrating the match, often through a valuation proces, although I know for purposes of a tax deduction the donor has this responsibility). I can remember determining the fair market value of donated parking for an agency van used to transport senior volunteers. The agency kept a separate ledger to track, document and report the non-cash contributions, and volunteers completed and signed a form akin to a time sheet to document their contribution. I hope this helps more than it confuses.
