It's much harder to account for in the scenario you've just described. The onus of valuing a donation lies with the donor, not the agency. Since the donor (i.e. the Food Bank) is not stating a value, the shelter can't. But...a President of a local hospital is fond of saying, "If I don't get the donation, I've got to buy it. It's all real money to me."
