Lobbying is lobbying. Nonprofits of course are permitted to do a moderate amount. A strong case can be made that any institution that does any work in the public arena or uses public funds SHOULD lobby its self interest within the law. Some less informed donors/funders think lobbying is supporting political parties or candidates. Of course, it's not. It's also not necessarily providing public testimony or data or basic comment.
