| When Foundation asks about lobbying activities

Many foundations ask, "Does your institution engage in lobbying activities?"
I am applying to a very parochial foundation that asked this question.
I work for a college that does lobby state and federal agencies to support the college.
Is educational lobbying different than issue lobbying in the eyes of foundations?
Will foundations find this lobbying inappropriate and not fund us?
Shoud I say "yes" and then add a magic phrase(can you suggest one?)that other academic institutions use in similar circumstances?
