Placing a phone call if you have a number and contact name would be very appropriate. I have never had a non-responsive LOI, so am not completely sure what to tell you otherwise. Typically, instructions are give on a website (or otherwise) which outline an anticipated turn-around time for responsiveness with an LOI. After that, if a proposal will be accepted, they send instructions on what they want that proposal to include, page limits, or even passwords for an on-line application system. If it is non-responsive to their interests, they would respond by telling you so in writing. If you like, I would be happy to provide some peer-review of your LOI and perhaps offer some targeted suggestions to improve your responsiveness rate.
