I don't know of any grant sources to recommend, but I can tell you how the municipality where I live recently tackled this effort.
Situation: a ball field which is city owned and privately contracted out most of the year (Local minor league baseball). The property was very run down and needed upgrading. The cost was 11 million to reconstruct. Four Million came from local businesses which included naming rights, stadium signs, scoreboard, etc. The remaining was financed by city bonds on voter approval (which was a long process).
The new facility is multifaceted, in that it can be utilized as an outdoor music/show venue as well as a sports facility.
