My ongoing quandary -- I have identified a funder and place the phone call to introduce the potential project foe their feedback. And they don't return the call. Do I submit anyway? Also, if a funder does not have a phone number, and you have matched their priorities to your project as best you can with no feedback from them, do you just submit?
