I will definitely find out about the Pro-Forma document. I know they did a feasibility study and are working with a development company on the capital campaign now.
I just recently "met" (in email) the lead consultant from the development group. She helped tremendously by giving me a rough time line of the project.
Although I am continuing to tweak/build various components of the grant I believe will be consistent, I do now understand that they won't be looking to begin actively sending out LOI for grant funds for a few months yet.
This helps me tremendously to not feel like I am spinning my wheels. At the same time, I am anxious to have something in the works! 
Again, thanks for the great information! I'll be inquiring about the Pro-Forma.
