| Organizational Budgets re: capital campaigns

Could you help me with our situation?
This is from the LOI instructions:
"Budget Information: please provide the following specific numbers:
[several items which are no problem]
What is your current organizational budget and what percentage of the budget would this grant represent?"
The funds we are seeking are for the construction. It is no problem to present our current organizational budget, but it feels so weird to say, "0% of the budget would be represented by the grant"
Or, am I wrong that the grant funds for the construction is not part of our organizational budget? Our organizational budget will have very minor changes once the new building is in use. The same staff, same equipment, same same same will be just working in the new facility. There could (and hopefully will) be some changes in a savings of energy bills and other utility related expenses.
I appreciate your insight into this
