I do appreciate your clarification...I did misinterpret what you were saying. 
I have used the Independent Sector Report as well. It is important to note that they aggregate for each state, and the amount you noted earlier is a national average. For the state I am in (Montana), we rank last at $13.64 per hour.
I do utilize the Bureau of Labor & Statistics wage comparison publications (again, State specific) for tracking value of professionals when they are donating their specific skill (i.e. electricians, painters, and licensed contractors providing much needed maintenance and repair).
