This note is very interesting, only because in my numerous "google" searches, the most formal, documented notes I could find on tracking & valuing volunteer hours came from the Federal Gov't., OMB circulation (power point) on in-kind matches and documenting labor! However, you are correct...just because Office of Management & Budget has outlined how to do it does not mean each dept. honors donated labor (or goods) as a matching amount for Federal Requirements.
