It would be wise to check the requirements of this funder you have found who grants "seed money". I have yet to come across any funders who will accept a proposal without a 501(c)3 designation number.
Many (if not most)funders only allow one application per year, and you don't want to waste your opportunity by sending it in too early. If they ask for a copy of your 501(c)3 designation, and you apply anyway, then you will have certainly introduced yourself on the wrong foot by ignoring their specific requests.
