Aurelia: Interesting question, and one I hope a broad array of persons will answer, because I would like to know also! I will speak personally from the grant end of things. Several foundations which give annual support to a project I write for gave at rates of about 50% or tabled response until the next funding cycle. I spoke with two program officers, both noted it wasn't due to interest, and they sincerely wished to give more. The reason was due to poor stock performance for monies the foundation has invested. One even said it was based on "anticipated market decline", and that they were working with far fewer dollars this round compared to one year ago.
