| pay increase for part time employee

We have a full time student who works at our org, and has been here for 2 years.She is dedicated and committed and a good worker. What would be a reasonable increase - % wise for her at the completion of 2 years? We offered her a full time positon, but she wants to stay part-time. I wonder at her reasons for this.She clocks in between 30 and 35 hrs per week, and we pay her $ 15 per hour, plus cover her entire transportation expenses. We are a very small non profit,based in NYC, besides me, the ED, and her, we have a part time book keeper. Our annual budget is approx $500,000.
