Linda: Again, I can verify that a well defined, reasonable and justified (thoroughly explained) budget has won my respect during more than one federal proposal review. This is the area that tells me "these folks know exactly what they're trying to do, and completely understand the costs involved". There are several times I've gone back through initial response and adjusted my score upward if I have found information in the budget narrative that further hones the case for support. And you are correct, the budget will often make or break the proposal because it truly defines those who are prepared from those who think they are prepared (at least on paper!)(Which is all the grant reviewer has to work with!)
