"Character counts" and "word counts" really encourage consiseness. I find myself expanding greatly on Budget Narratives sometimes, just to get all my points made somewhere in the proposal! Sometimes the uploaded Budget Narrative is the only place in an online proposal without character limitations where you can defend each line item with the detail you couldn't fit in elsewhere. Of course, you can't go CRAZY and let it run for pages and pages! I find that writing poetry is a great exercise for developing the ability to make a powerful statement in very few words.
