I take a somewhat different view. I try very hard to never submit a blind LOI having no special hook for the funder. Instead I try to: - Let the funder know the LOI is coming in. be creative. - get a friend or past grantee of the funder to mention me to funder; - meet the funder at an event (hard to do when out of region) - get the funder to read of my org. or project in advance by knowing what they read; No phone number? Someone you know knows someone who knows the number. If not, www.anywho.com. If not, Google the key names within foundation and trace up. - If not really a match and just fishing, I would not follow up: waste of time. I assume a turn down is an invitation to cal and find out why. Yes, great to cite other (similar) funder grants made to you. Funders often fund people, not applicants. Good luck.
