I am working with a professor who wants to submit a proposal to the Kellogg Foundation related to the Education Department's work with a rural community in South Africa. In looking at their website I am unsure how to advise her. It's been my experience that a letter of inquiry would be the best route to take innitially, but she wants to send a full proposal. I don't think the website is clear on this, as it appears to allow you to pick a submission type - letter, pre-proposal and requesting financial assistance.
I have been on the Kellogg website and note that they suggest waiting to send any letters of inquiry or pre-proposals until early in 2008.
I welcome any advice regarding this from others who have approached Kellogg.
