Admirable decision, to be sure. First and foremost, however, is I expect your decision is recognized, endorsed, and otherwise backed by the appropriate government and other officials in that third world county. You must be certain as well that where you plan to build is not an area already served in some way by another organization, be it a NGO, religious, or other humanitarian entity. Yours must be welcome and needed. Third world country, nevertheless, you will need the best health and medical resources and advisors to be able to operate to the appropriate health, medical, and safety standards. You have not told us how far you have come with your decision: was it made today, last week, or far enough in the past that you have developed your plan to some point? Are you in position where you: --- have identified the need in terms of services, location, number of people, size of facility, and that you have a sound and defensible expense budget for what the facility will cost, etc. --- are recognized, endorsed, and accepted by all regulating and ruling agencies and entities. --- have a working board of trustees having influence and some affluence. --- can identify early on a number of major potential grantors having interest in what you want to do, and which have a history of funding such programs. --- are allowed, by law of the country in which you reside, raise funds there for spending in another country. The US has strict laws regarding this, as I refer in the Addendum to my article: “Greetings from America: How U. S.-Style Fund-Raising Can Work In Your Country” http://www.raise-funds.com/020907forum.html While you may understand and believe deeply in the importance of the cause for which you wish to raise money, the world at large, potential donors, or those who influence the views of others in your home country and in the third world country may not. A "Statement of Intention" for the proposed project must be prepared and presented. A Statement of Intention is not an argument for support. It is a description of an identified need and your proposed organization’s intention to fill that need. It is a hypothesis. You can hope that others will see the "obvious" relative importance of this need, as you, but that is not guaranteed. We need to know more about where you are in your planning, or if it is day one, tell us how you react to the points made above regarding your ability to explore them.
