Arlene: It seems you have a firm grasp on the working side of this research. Whether or not you need to hire someone to help is something only you can decide, but you will have to bear in mind that your skills at narrowing info will prove much quicker than someone else's unless you get help from a person familiar with the process. I wondered from your post if this organization has offices in each state it serves, or if you are solely contracting for a MAIN headquarters? In my experience, regional and national non profits often encourage their local and state offices to apply for grants within their own scope/realm of influence, where personal relationships are built. I would encourage you to review with the national organization how that impacts your search. If there are some active offices in terms of making grant applications, that may narrow the field, at least for those regions.
