| Big Online USA: World Proposal Championships - Legit?

Hello PND Folks,
I've been getting some email blasts about a World Proposal Championship (http://www.bigdatabase.com/wpc/). I would like to send one of our better proposals from this year; after all, an additional $5,000 in grant support is always helpful. However, it looks like they haven't awarded anything since 2002, and if you click on the link for the 2002 winners, you're taken to an inaccessible password protected page.
Has anyone heard of this or similar contests? Should I be wary of submitting organizational information in the form of a proposal?
