I see that 127 people have viewed (i.e., "read") your question but that no one has responded. If you do a Search in the archives of this Message Board, you'll see how extensively this issue has been addressed already. But I didn't want your question to continue without any responses. The simple answer is "no", percentage-based compensation for composing grant proposals is considered an unethical practice. This is largely because 99% of all grantmakers do not consider this an eligible line item for their grant dollars. Nonprofits hoping to pay their grantwriters or executive staff this way will be tempted to "hide" that percentage in the grant proposal budget under another grant-eligible line item, and this would be a deliberate deception. You don't want to start a relationship with a generous major donor, with a lie. The exception to this would be governmental proposals that sometimes allow a percentage for 'grants MANAGEMENT', which is something totally different than grant preparation. Believe me, if a state or federal grant allows 15% (or whatever) for 'Grants Management', it is because the required paperwork and accounting and evaluation involved in administering their grant award is going to be SUBSTANTIAL, and you will need that money to hire someone to do that work should you get that grant. But 99% of the time, if you include a line item % for 'grant preparation' in a grant proposal, you may as well not even send it in: you won't get funded.
