JenBurke, I can't speak for everyone else, but as a freelance grantwriter, I set project rates. The project rate is based on an hourly rate and calculated based on my past experience with the grantmaker and the grantseeker organization...the more experience I have with the latter, the less the proposals cost. Because I've developed some reusable text (e.g., history of the organization) and deeper knowledge about the organization, it simply takes less time to do proposal #4 than proposal #1). If you are not bidding on writing a specific proposal but on a project to find and apply to funding sources for a particular project or organization, I think it's best, again, to bid on the entire grantseeking effort. Open-ended contracts can get really costly for the client. I usually provide a ceiling amount in my estimate. Nonprofit organizations often have tight budgets and they can contract with you more confidently if they are provided a "not to exceed" amount. I use the same hourly rate for estimating research or writing...after all, both are using my time. But I don't think it would be unethical to charge a different hourly rate for the two services. nbs
