| Grantwriting fees

Hello, this is my first post to this board. I was reading the Code of Ethics and Standards of Professional Practice by the Association of Fundraising Professionals. I'm not sure I'm clear on everything yet, but I do have some questions about paying grantwriters. Is the general practice to charge by the project, or to set an hourly rate? Is it ethical to charge one fee for the research hours finding suitable grants and a different fee for the writing hours?
