nbs, I don't think any grant-writer, internal or external, should make the decision to collaborate with other agencies on grant seeking, without approval of someone in the client agency in a "higher pay grade". When I was a director of development, I negotiated collaborative relationships prior to any involvement of a grant writer (on the rare occasion when I actually used the services of a consultant to secure a state grant). Any truly engaged director of development who is unaware of those "players" is really not doing his/her job. Just my opinion, Rick
