Since I do not know what the agency does it is harder to give input. I am not sure this is the correct way to state my thoughts on this subject. A strategic plan should reflect the different departments plans not dictate then.
For the planning process one should do this as a group or by committee but it can not be done without the input of those departments and the challenges they may have for operations.
I would suggest getting someone who has skills to lead this discussion and has no investment in the outcome of the planning process. The department plans should be outlined by the overall plan but again can not be done with department being part.
