I advise you to wait until 2007 to ask for operational costs for a facility not yet opened. Frankly, if your pressing funding need is capital funds, a competitive capital funds grant proposal should be able to show a projected sustainable income/expense operational budget upon the facility opening. Sy is right. If this organization hasn't done a feasibility study and needs analysis that includes financial sustainability, your best grant request at this juncture is planning money. Without a solid analytic basis, your chances of competing successfully for serious grant money are vastly diminished. Grantmakers consider 'risk' in their decision-making process. Your proposal needs to be able to support your request as a safe and worthy investment.
