John - One way to approach this is to propose a planning grant that will allow you to hire a Director and some support staff and perhaps one or more consultants as well as pay for some office equipment and supplies. One of the Director's and consultants' tasks will be to find funding for the implementation of operations and programs. Another task might be to survey other organizations and groups in the community to find out how collaborative projects could be undertaken, and to establish a format for meeting on a regular basis with these organizations and community groups that have similar missions to yours. Etc.
