Well, if you have no idea, then you need to find someone who does. That probably means hiring an experienced proposal writer/researcher (or, if you're lucky, recruiting a volunteer). For maximum efficiency, you will want to establish a system to (1) identify relevant funding opportunities, (2) decide which to pursue, and (3) write the proposals.
