| for-profit organization looking for grant funds

bev browning in her book, "grant writing for dummies" 2001, states on page 72 under "tip"; if you're a for-profit... look for an eligible partner to act as the grant applicant and fiscal agent( the one that is accountable for the grant monies ). what does that mean? also does a non-profit need an audited annual financial statement to apply for grants from foundations, corporations, and the government. i am working with non-profits that just have annual operating budgets. please advise. thank you all! jack roche
