Many of our clients are in very rural areas of Pennsylvania, and face the same dearth of Corporate Giving Programs you mention. (In PA, over 95% of all foundation funds are geographically restricted to the urban counties surrounding Philadelphia and Pittsburgh.) You need to do deep foundation database research (in the big 80,000-foundations database) to uncover family foundations, and run the names of all of the more wealthy and influential people you know in the 'text' box to see if they sit on a foundation board and could be cultivated. Don't overlook the commercial businesses that might be in your community: CVS, Dollar General, WalMart, Staples, BonTon Stores, State Farm Insurance: many retailers have modest foundations.) Plan on raising 80% of the charitable giving your budget requires with grassroots giving and try not to over-rely on grant funding. You might be wise to work through the process of being a United Way recipient agency. Be aware that the competition in your market for grant dollars will be fierce and make sure that your proposals stand out with demonstrated solid sustainability strategies and well-designed evaluation methodologies tied to benchmarks and a time-line, and include budgets that make sense.
