Thanks so much, Carl, for taking the time to craft such a great response and pass along good advice. Part of the problem, I think, is the strong connection with the state's Extension Service which has a great deal of program control and authority over the center but provides very little other administrative or resource-building support. It seems to be that way with all of the 4-H centers in our state. Add to that the fact that the local center boards are, like most other boards, well-intentioned, busy folks with no experience and little time and elements of both situations you have described are present in this case.
Thanks again for your excellent advice. I just knew you, Tony, Linda or any of the other sharing, knowledgeable participants on this board would come through with sound reasoning.
