| hiring a professional fundraising consultant

After a long time reading this board and benefiting from the excellent advice, knowledge and expertise from the best in the fundraising business, I am posting my own plea for help. Please excuse the length. A 4-H Center in a rural county launched a three year Capital Campaign last year. The inexperienced board failed to lay proper (any) ground work and to date they have only reached 7% of their goal (I know, I know. I am shuddering even as I write this). An employee of the center contacted me for advice on what is the “going percentage rate” for a grant writer or professional fundraiser. I have explained that there is no “going percentage rate” and that such an arrangement is unacceptable – apparently they were burned by a “professional” of questionable ethics a couple of years ago. Am also strongly recommending that they hire a consultant, perhaps, with donor agreement, drawing on the 7% they have raised mostly from board members who would gladly agree to that use of their donations at this point. I need your suggestions on how they can (quickly) research references, companies, etc. I have already recommended the names of those on this message board as the most professional, reliable, etc. Can you give me/them some guidance on beginning a search for a reliable professional?
