I can't agree more with the advice you have been given. Don't worry...they have already said no, so you can't blow it! But, do remember to listen, ask the correct questions, and above all be professional and polite. I recently was in your shoes. Since it was an on-line format, I received my rejection via email. After receiving that, I emailed them back, thanking them, and asked the question "Due to the limited nature of funds available at this time, can you recommend a specific funding cycle for your organization which is more favorable to our proposal?" From their answer, I was able to determine that it wasn't timing so much as their scope of interest beyond what was noted on their application and website guidelines. Our proposal would not be likely for funding at any time in the near future, but another one we have been working on will. So we gained valuable information from the call. You really cannot lose by taking the steps.
