Kestner wanted to develop the waterfront area along Portage Canal as a sort of tourist attraction/pedestrian mall/boat dock. He apparently though the tracks interferred with the sort of "ambience" he wanted. It was also rumored that he had financial interests in this scheme. An in fact he build a new house on the area once occupied by the Copper Range yards and roundhouse, shown in some of Mark Anderson's posts on the History page. New houses now cover much of that whole area.
