There is a new FRA rule in the works. As a result of an incident in I believe New Orleans, an engineer was shot during a robbery attempt. As the locomotive was stopped, a man broke into the cab and shot him. The FRA wants all cabs to be equipped with working locks on doors and windows. Also since closing all the doors and windows can make the cab intolerable they must also have functional air conditioning and heat. (the key words being "working" and "functional") Also I have been told that if a rail road accepts a locomotive with say a working air conditioner they are obligated to reasonably maintain it. The CN is known to have the air on their engines deactivated before taking delivery. Here's another little tidbit, the doors on all our engines toilets are welded shut. Good thing there are lots of trees along the tracks where we run.
