4,000 cars over the "formula" profit margin is a customer away from closing shop anyway.
Honestly, the bigger pisser is that they aren't keeping the respective segment(s) open to serve the paper mill. The steel traffic isn't handled directly by them, IIRC. It's handled by CN, to a transfer job to HCRY's yard in the Soo.
