Actually, they were crossed by mules first. When the causeway at Goose Lake was built, it was done with mules. There is/was a large photo of it at the Ishpeming depot a few years back.
As to Greg's question, I have not seen any steam shots of the line, so I cannot answer that. The 400 ran north though, so there would be passenger and freight locomotives both.
