CN cares alot about their business plan and they are very focused in following it. EHH knows where he wants to take the CN and it generally does not include running railfan trips. Railran trips cost money in employee wages and tying up assets. Businesses and their stockholders are there to make the best possible returns on their investments. If a railfan trip can help the CN's bottom line, the I would think they would operate it.
